Call to order/welcome:

Chairman Dimitri Tolchinski opened the meeting at 7.30pm

Voting members present: Dimitri Tolchinski Chairman WPCA, George James, David Redfield, Mervin Roberts, Luisa Grogan, Louis Russo, and Roger Breunig.

Also present: Bonnie Reemsnyder (First selectwoman), Mary Jo Nosal (Selectwoman), Stephen Dix (P.E) and Ron Rose (Town Sanitarian).

Excused members: Andrea Lombard

Absentees: Keith Czarnecki

Members of public present: Scott Boulanger, Doug Whalen, George Hicks, Marie Orfitelli, Jerry Orfitelli and Jack Mut.

Approval of July 19, 2012 Meeting Minutes.
The committee discussed July’s minutes and agreed on amendments.

Motion to approve the amended minutes was made by Roger Breunig
and was seconded by George James. 6 in favor, 1 abstained. Motion passed.

Approval of September 10, 2012 Special Meeting Minutes.

Motion to approve the amended minutes was made by Roger Breunig and seconded by Louis Russo. All voted in favor. Motion passed.

Chairman’s Report:                                                                                          
Chairman Tolchinski gave a brief report to the attendees, and expressed gratitude to Bonnie Reemsnyder (First Selectwoman) for her involvement in current affairs. Chairman Tolchinski asked Bonnie Reemsnyder (First Selectwoman) to make her presentation to the attendees.



  • Update on Lombardo Associates Inc. work. Bonnie Reemsnyder, First Selectwoman.
First Selectwoman Reemsnyder expressed an appreciation to the WPCA for approving the extra funds to expand the “Old Lyme Shore Beach Area Wastewater Collection, Treatment and Dispersal Alternatives Analysis” allowing both beach community association’s to be included.  Members received a hard copy of the final draft analysis report.  Analysis suggests potential for saving residents money.  First Selectwoman Reemsnyder reported she and Ron Rose (Town Sanitarian) met with Denis Greasy, Carlos Esquera, and George Hicks from DEEP.  They gained an understanding of how to move forward with a community septic system that keeps the water inside the town confines, utilize DEEP funds and how to confirm this as a viable alternative.  First Selectwoman Reemsnyder explained to DEEP employees the town strives to work with the beach communities.  She also demanded DEEP reflect the town’s positive attitude when communicating with beach associations.  Attorney Andrew Lord attended this meeting also.  The WPCA will continue to work with Mr. Lord to insure correct proceedings.  First Selectwoman Reemsnyder felt a positive out come from the meeting.  First Selectwoman Reemsnyder had discussions with the board of selectmen and the board of finance to inform them of the study results.  First Selectwoman Reemsnyder suggested putting together a task force to proceed with the applications for funding and research of a community septic system.

Roger Breunig made a motion to pursue an application for funding for a community septic system.  Motion was seconded by George James. All voted in favor. Motion passed.

Roger Breunig made a motion to recommend to the Board of Selectmen that they form a Task Force to pursue the funding from DEEP for a study of the sites for a community septic system. Motion was seconded by Dimitri Tolchinski. All voted in favor. Motion passed.

Chairman Tolchinski welcomed questions from the audience.  Doug Whalen spoke on behalf on Old Colony Beach and expressed concerns regarding the time and cost it would take to obtain easements from a number of property owners. Doug continued to express various concerns. First Selectwoman Reemsnyder gave reassurance that figures are from an analysis only, and the WPCA intend to take the appropriate steps to validate this information.

Discussion regarding changing septic tanks pump outs from seven years to five.
As requested by Ron Rose (Town Sanitarian) Chairman Tolchinski welcomed discussion on changing the amount of time between pumping septic tanks in Old Lyme.  Mervin Roberts suggested pumping to be done at the sanitarians recommendation after an observation. Ron Rose gave an explanation of when a septic tank needs to be pumped and agreed that pumping be done when sanitarian deems necessary.  Members discussed past processes for monitoring septic tanks.   
 
Roger Breunig motioned to table this discussion until October’s meeting. Motion seconded by Mervin Roberts. All voted in favor. Motion passed.

Roger Breunig made a motion to adjourn the meeting, seconded by Luisa Grogan. All voted in favor, motion passed.
